November 22, 1978-The City of Milwaukee was chartered to the Ann Arbor Railroad Co. and started the Frankfort, MI -Kewaunee, WI service.

special train brought several hundred business executives, public
officials and railroad men [from] Wisconsin, Illinois and Michigan to
[the Manitowoc Shipbuilding yards] to witness the launching...Following
the launching, the Manitowoc Shipbuilding corporation was host to 300
guests at luncheon in the Hotel Manitowoc. The 'City of Milwaukee' will
make daily round trips between Milwaukee and Grand Haven until spring
when its Michigan port will be Muskegon where a new carferry terminal
and harbor developments are being completed."
